The Hospital Authority of Albany-Dougherty County was created in 1941 with Edmund H. Kalmon named as its first chairman. Before that, the hospital was governed by a board of control.
Through the years, the authority maintained control of
Phoebe Putney Memorial Hospital, overseeing expansions of the hospital in the mid-1940s and again in the 1960s. Those expansions added hundreds of beds within Dougherty County.
In the late 1980s, recognizing the limitations imposed by Georgia’s Hospital Authorities Law, the authority began to consider alternatives that would let the hospital have more flexibility and growth potential in a changing healthcare environment. The hospital was restructured in 1990, and Phoebe Putney Memorial Hospital Inc. (PPMH) was created and leased the hospital assets from the authority. As a result, together with PPMH’s parent entity, Phoebe Putney Health System, Inc., the organization had the ability to build or buy facilities outside Dougherty County and
expand health care services to surrounding areas.
The expanded services grew Phoebe into a health system that currently manages more than $700 million in assets and nearly 4,000 employees.
The authority, at that point largely handed over the day to day operation of the hospital to Phoebe Putney Memorial Hospital, Inc, while maintaining an oversight or supervisory role to watch over the assets and be assured the terms of the lease and the requirements of the Authorities Law are met.
Then and Now
Today, the
nine-member Hospital Authority continues that supervisory role and has watched as the hospital has grown to the large tertiary care center it is, offering the best of medical care to the citizens of Southwest Georgia. As Phoebe has grown in the area, the success of the hospital on Third Avenue has likewise enhanced healthcare in the community, providing our citizens the best of available care at reasonable cost, while never losing sight of the mission to provide care for all who come to Phoebe’s door.
