In early 2005, the Board of Trustees of the Albany-Dougherty County Hospital Authority requested that
PricewaterhouseCoopers complete a comparison of Phoebe Putney Memorial Hospital
operations to relevant peer groups and national standards for the purpose of assisting in
evaluating their obligations under the Lease Agreement.
The study compared Phoebe to the operations of comparable size hospitals operating as Georgia Hospital Authorities, as well as to other comparable not-for-profit hospitals in the Southeast. This comparison group is of similar size and in counties of similar population to Dougherty County. This study provides a thorough assessment of Phoebe’s operational and financial performance against a valid comparative backdrop.

An independent analysis was also completed by Milliman. Milliman, among the world's largest independent actuarial and consulting firms, was asked to do an analysis of health care costs for several groups in the Albany. Phoebe Putney Memorial Hospital was among the group that was included in the study.
